INVITATION FOR EXPRESSION OF INTEREST

FOR

CONSULTANCY ASSISTANCE FOR JBIC AIDED

ENGINEERING TECHNOLOGY TRANSFER TO URBAN

LOCAL BODIES (ULB) PROJECT

1. The PWD. - Public Health Branch. Haryana (PHED) is planning to implement the "Engineering Technology Transfer to Urban Local Bodies" Project under Yamuna Action Plan II. The project is funded by Japan Bank of International Co-operation (JBIC) and National River Conservation Directorate (NRCD), Ministry of Environment and Forest, GOI. PWD Public Health Branch, Haryana (PHED) will be executing agency. PWD PH Branch Haryana intends to employ Consultants/ Firm(s) to provide services for the project.

2. The PWD Public Health Branch, Haryana, (PHED) invites Expression of Interest (EOI) from reputed consultants/ Firms having experience in undertaking similar assignments.

3. The Scope of Services for the Consultants shall be as follows:

SCOPE OF WORK:

• Review of Project Report as prepared by PHED Haryana for physical Works.

• Reveiw of existing sewerage system vis-a-vis its Utilization,

• Reveiw of Operation and Maintenance (O & M) of the existing system.

• Carrying out field Topography Survey, necessary geo-technical and other investigation, collection of date & information as may be required for preparation of Detailed Project Report.

• Preparation & Submission of Draft Detailed Project (Draft DPR) in discussion with PHED Government of Haryana & Project Management Consultants.

• Preparation of Final DPR after incorporating all comments from PMC, PHED Haryana & NRCD.

• Prepartion of Bid documents as per the guidelines provided by Project Management Consultants.

• Providing necessary assistance to PMC/PHED Haryana in evaluation of bids and award of contract.

• Supervision of the construction work to monitor the progress of work including quality control.

• Implementation of appropriate Training Program for ULB's. as per guidelines provided by PMC/PHED Haryana/NRCD for Transferring Engineering Technology to ULBs, by organizing;

• Class room training program;

• Conducting workshop and seminars on the project implementation      procedures.

4. The total period for the consultancy assignment including construction Supervision is 36 months. PHED Haryana, therefore, invited eligible Consultants to indicate their interest in providing the above consultancy Services.

5. Firms interested to be considered for short listing may intimate Engineer-in-Chief PWD PH Branch, Haryana in writing about their Technical Capabilities, indicating, their qualifications to perform similar services (broachers, description of similar assignments completed successfully in their own capacity or in a consortium with other firms having adequate required experiences), assignmetns in hand and such other relevant information. Firms with experience in providing assistance in Technology Transfer to ULBs providing training program for strengthening the technical capacity of ULBs shall receive preference over others for short listing. The complete proposal indicating firm's interest in taking up the assignment, with all relevant information as above, with copies of relevant documents, with all relevant information as above, with copies of relevant documents for verification and full contact address shall be required to be submitted at the following address on or before 20.5.2005 at 3.00 P.M. Consultancy firms may associate/form consortium with other firms to enhance their qualifications.

6. PWD PH Branch, Government of Haryana shall examine the proposal and evaluate them as per information and documents submitted by the Consultants/Firms to finalize the list of short listed consultants. However, PWD, PH Branch, Haryana reserves the right to accept or reject any or all of the proposals without assigning any reason what so ever.

7. Application shall not be received after the dead line set above.

8. The Expression of Interest shall be submitted in a sealed cover, super scribing "Expression of Interest for Consultancy Assistance for Engineering Technology Transfer to ULBs of Haryana, under YAP II".

9. PWD PH Branch, Haryana shall not accept any explanation for any delay in transit or any reasons in receiving any proposal beyond the last date and time as mention in this invitation Notice.
